Why can't iOS use vectors?

Why haven't you solved the problem for looking at vector images in iOS?? Kind of frustrating that an application for zooming pixelates the image you are zooming in on!
What is the barrier? No Flash on iPad? Then why isn't there a version for android or something that does use Flash?
Not happily zooming, so please don't tell me to ;P
